Cyberattacks no longer target just data – they target power grids, financial systems, and communications. Against this backdrop, Moldova Cybersecurity Forum 2026 brought together, on May 12-13 in Chișinău, international experts, government officials, and private sector representatives to address an increasingly urgent question: how prepared is the country’s critical infrastructure for real threats?
The Third MCF Edition – A Platform for Strategic Dialogue
Held at Cybercor, 168 Ștefan cel Mare Blvd., the forum gathered specialists from Moldova, Romania, Ukraine, and European institutions over two days. The theme of the 2026 edition – “Regional Cyber Defense: From Commitment to Action” – signaled a shift in tone: discussing priorities is no longer sufficient, concrete steps are required. A significant moment of the forum was the discussion around the Cyber Alliance for Regional Resilience, launched in February 2026 by Moldova, Romania, and Ukraine – the first trilateral operational cooperation framework in this field.
Panel 4: When Policies Meet Reality
One of the most relevant moments of the first day was Panel 4 – “Critical Infrastructure: Policy, Cooperation and Response” – moderated by Gheorghe Lapteanu, Head of the Service Providers Identification Department at the Agency for Cybersecurity. The discussion brought together representatives from essential sectors: energy, telecommunications, financial services, and IT. The topics covered – security policies, regulatory frameworks, cross-sector collaboration, and incident response mechanisms – reflect precisely the points where the gap between a regulation on paper and a genuinely resilient organization becomes visible.

Alexey Shulenkov, Head of CyberSec Division at DAAC digital, joined the panel alongside Ivana Arapu (Head of Corporate Security, Orange Moldova), Andrei Ceban (Head of Data Protection and Cybersecurity Section, Premier Energy Distribution), and Nicolai Romanschi (Chief Information Security Officer, Moldindconbank).
