On October 15, 2026, at Tekwill in Chișinău, the Moldova AI Hub — a platform for cooperation between public institutions, companies, academia, and development partners. Its goal is to turn interest in artificial intelligence into concrete projects. DAAC digital is one of the association’s founders and, together with Vertiv, a Platinum partner of the launch.

A signature that fits the theme

The highlight of the first day was the signing of Decision No. 1 on the establishment of the “Moldova AI Hub” Public Association, in accordance with Law No. 86/2020 on nonprofit organizations.

The format was tailored to the topic. Each founder signed using their own phone: the photo they sent was verified via facial recognition, the system generated an AI-redrawn portrait, and the signature appeared on the document displayed on the screen in the room. The signature counter increased in real time, before the audience’s eyes, until the message “Decision Approved” appeared. Alexandru Savinov, CEO, signed on behalf of DAAC digitally.

What the Hub Aims to Do

According to the organizers—ATIC, AmCham Moldova, and AC Tech—the Moldova AI Hub is a public-private-academic platform designed to accelerate the development of Moldova’s AI ecosystem. It connects public policy, applied research, talent, data, infrastructure, investment, and innovation.

The stated mission is to move beyond fragmented initiatives and create a coordinated framework for the responsible development, governance, and implementation of AI at scale. The initiative brings together government institutions and public agencies, business associations and industry companies, universities, and international development partners. The organizers describe the launch as a transition from a shared commitment to a structured mechanism for cooperation.

Sovereignty, on the table

After the signing ceremony, the panel discussion “The Turf War: Sovereignty Under Pressure,” hosted by DAAC Digital, took place in a separate room.

The scenario: a critical public service depends on an external AI model, whose architecture, terms, price, or availability could change overnight, while multiple institutions believe the decision rests with them. The discussion explored questions that any AI project in the public sector will face: who owns the data and intellectual property, how to avoid dependence on a single provider, how to organize procurement, and who is responsible for service continuity.

For a company that deals with infrastructure, data, and security on a daily basis, these are not theoretical questions.

Two Days: From Vision to Practice

The first day focused on national capabilities in the field of AI, an assessment of readiness based on the World Bank’s methodology, the experiences of practitioners from the Nordic and Baltic countries, and an overview of the National AI Program.

The following day, October 16, was devoted to hands-on masterclasses in three parallel tracks—the public sector, business, and finance—including a workshop on the EU AI Act led by the EBRD.

What’s next

The signing marks the end of the commitment phase. The most important part is just beginning: implementation—projects with designated leads, deadlines, and measurable results. DAAC Digital enters this phase as a founding partner, bringing its expertise in infrastructure, data, and security.

Thank you to AmCham Moldova, ATIC, and AC Tech for this initiative. If your organization is planning an AI project and wants to build on a solid infrastructure, the DAAC digital team is here to help.
